Joan Woodward, Executive Vice President of Public Policy at Travelers, will share her economic, public policy and political outlook in this data-driven analytical presentation.  She will also discuss the most pressing challenges facing the new Congress and the Biden Administration in 2023.  What do higher interest rates, coupled with the highest inflation rates in 40 years mean for your business and can the U.S. avoid a recession?  Will legislation recently passed by Congress, such as the Inflation Reduction Act and the CHIPS Act, bring relief to consumers and businesses? Joan will explore those issues, as well as the outcome of the mid-term elections and what it might mean for insurance, tax policy, and the economy.

On March 30, 2023, the Consumer Financial Protection Bureau (CFPB) published the final rules for Section 1071 of the Dodd-Frank Act. Section 1071 amends the Equal Credit Opportunity Act (ECOA) to require financial institutions to collect and report certain data in connection with credit applications made by women- or minority-owned businesses and small businesses. The 888 pages of the final detail the expectations required for financial institutions that lend to small business and the agricultural community. The final rules require financial institutions that originate 100 or more small business loans. Compliance with a final rule will be mandatory and included a phased implementation based on the number of originations. The industry is in full agreement that implementation of the new rule will consume extensive time and resources. There are critical steps which should be completed well before the mandatory compliance date. Completion of these steps will ease the regulatory burden and make the implementation process flow more smoothly.

Increasingly, bank customers, both business and consumer, are choosing electronic delivery channels over traditional branch banking. To support these demands, banks are investing in sophisticated delivery systems to provide real time access for customers. Payment methods ranging from wire transfer, to ACH, to debit cards create the potential for significant fraud loss, and must also be managed to mitigate risk. For businesses, corporate account takeover is a major threat. On the consumer side, card data breaches, and identity theft loom large as sources of loss for banks. This session will help you to understand the risk and exposure presented by today’s on-line environment, and provide guidance in addressing and managing such risks.
