JOB SUMMARY: The role of the Branch Operations Manager/Security Officer is to ensure that branch procedures and controls are in place and maintained to ensure operational and security performance and efficiency. This position provides effective leadership to all levels of branch operational activities through the oversight of all branch operational functions. Holds responsibility for development, implementation, and maintenance of branch operational policies and procedures. Serves as the Bank Security Officer and manages all security programs including interactions with vendors, staff training, and primary contact with law enforcement. ESSENTIAL JOB FUNCTIONS: Provide operational support to all retail branches with job functions to include: Works collaboratively with HR, branch managers and MAPs to hire and provide for training of branch staff including: RB staff assigned to particular branches; RBs that float to branches in need of staffing support; Provide direct supervision to float staff including managing and coordinating schedules, conducting performance appraisals, providing monthly reports to HR on float assignments, and reviewing surveys from branch staff regarding float staff performance. Works with Supervisor and the Training Department to develop on-boarding training of all branch staff to include teller, platform, sales and compliance. Develops and maintains branch operational manuals, references, and training tools as well as participates in delivering staff training to ensure effective job knowledge and skill as well as adherence to policy, procedure and regulatory compliance. Oversees Branch Operation policy and procedures in regard to: Operational Assessments and Audits; Internal Control Reviews and Audits (working with Audit staff); Security policy and procedures; New Account Opening and workflows in platform (BPM); All teller functions (Integrated Teller); All Sales and Customer Service performed by retail staff. • Performs regular branch visits (at least one per quarter per branch) to assess the impact of operational controls on the day-to-day functions of the branches to ensure a balance between risk and operational efficiencies. • Works collaboratively with Internal Audit to develop an annual audit schedule and completes operational assessments and audits of assigned branches to ensure policies and procedures are being followed. o Completes follow-up reviews on any branch with operational deficiencies to ensure corrective action prior to full scope audits performed by Internal Audit. o Collects and checks Branch self-reviews • Reviews audit findings and prepares Management’s Responses • Works with manager to coordinate and conduct retail meetings (in-person, by phone, webinar, etc) and prepares communications and materials regarding policy/procedural changes and issues affecting operations, products, sales, and other relevant issues. • Reviews and analyzes regularly scheduled reports or special reports to monitor day-to-day activities, identify control weaknesses, trends, and/or processing issues within the area of responsibility. • Reviews Tellers Over/Shorts and other losses for appropriate and consistent disciplinary action. • Acts as a liaison between the branches and all other departments of the bank regarding operational issues/concerns, including but not limited to: o Coordinates systems issues (Core System, Wire System, Fed System, BPM, Integrated Teller, Trism, ClickSWITCH, Deluxe, etc.) with appropriate areas of the bank. o Works with the ATM group on ATM issues o Writes and disseminates updates to procedures based on any system or process changes. • Participates in the coordination of rollouts of major system enhancements, system updates and releases, new products, retail projects, etc. and develops appropriate communications with staff to assure awareness and any necessary training. Serve as the Bank’s Security Officer performing the following job functions: • Develops and maintains security programs as required by the Bank Protection Act, as well as participates in staff training to ensure effective implementation. • Oversees Security policy and procedure including regular Security Reviews • Includes review of security policy and procedures as defined in the security program during branch audits and operational assessments. • Analyzes operational and security problems and develops procedures for their resolution in close collaboration with Facilities and Administrative Services. • Serves as a Liaison between local, federal and criminal justice agencies. • Conducts interviews and investigates all internal and external fraud complaints. Internal fraud investigations will be coordinated by Human Resource Director. • Acts as a liaison between the branches and all other departments of the bank regarding operational issues/concerns, including but not limited to: o Deposit Operations in regard to fraud loss, kite activity, internal fraud investigations and other related Security issues o IT in regard to application performance, releases, and assures staff is updated on changes This description is intended to outline the principal duties, responsibilities, and accountabilities of the position, but may not cover all tasks or functions for which the person holding the position will be held accountable. REQUIRED EDUCATION, EXPERIENCE AND SKILLS: • College degree in business or 10 years of experience in management, bank operations; including platform and teller functions, bank operations, security, and sales • Thorough understanding of banking systems and services • Thorough understanding of branch operations, policies and procedures • Knowledgeable of Bank Products and Services • Proven ability to supervise people, manage and motivate a team • Excellent organizational skills with experience in managing multiple projects • Excellent interpersonal skills. • Excellent problem solving skills • Excellent written and oral communications. Must be able to write detailed yet concise and well organized policies, procedures, and training materials • Proficient knowledge and experience in PC based word processing and spreadsheet software (Microsoft Office Suite), presentations (PowerPoint), and other types of software for delivery of training. Physical Demands- While performing the duties of this job, the employee is regularly required to stand; walk; sit; use of hands and fingers to feel or handle equipment and files; reach with hands and arms and talk and hear. The employee is occasionally required to climb or balance and stoop, kneel, crouch or crawl. The employee must regularly lift and/or move up to 2.5 pounds. Work Environment- The work environment of Branch Operations Manager & Security Officer is in an office due to the nature of the position. The incumbent coordinates audits and attends meetings at other branch locations. All areas are air conditioned or heated.
